  • The Merkel era is framed by the Hartz reforms and the introduction of the citizen’s income. Her tenure saw only incremental reforms in the area of social security for the unemployed. This contribution examines whether and to what extent public opinion can explain this policy stability. Based on an analysis of representative Deutschlandtrend and Politbarometer surveys on the issues of social security for the unemployed between 2005 and 2021, it identifies three key findings. The decreasing salience of the issue, the increasing acceptance of the system and broad support of central elements of the policy regime have contributed to its stability. (xsd:string)
