  • With the progression of the European unification process, what is meant by "further education" requires clarification. In Germany, further education - defined as the continuation of organised learning after the completion of an initial course of education or training - was made the fourth pillar of the German education system after the educational reform of the 1970s. Further education involves more people than any other type of education in Germany. Almost half the population between the ages of 18 and 64 participated in organised forms of further education in 2011/2012. That is approximately 25.1 million German citizens (cf. BMBF 2013, p. 6), compared with e.g. 8.8 million students at mainstream schools, 2.7 millions students at vocational schools (incl. apprentices in the dual system) and 2.4 million undergraduate students (cf.
