"Social and cultural developments in the USA have been widely regarded as a model for future developments in other countries. This also includes the response to crime. Thus, Loïc Wacquant argues that the US is the spearhead of the neoliberal revolution and that this has lead to changes in penal philosophy and control. Moreover, he argues that the US in this respect constitutes a model for other countries. […] Both authors point to similar changes already occurring in European countries by citing evidence for their thesis - Wacquant especially with regard to France, Garland with regard to Britain. In addition, both leave no doubt that increasing punitiveness characterizes the respective societies as a whole, with regard to the legal system and the attitudes in the population. The legal system and the population are seen to be in some kind of reciprocal relation: the justice system being driven by public attitudes and in turn affecting public attitudes. […] In the following I will look at the question of public opinion and will discuss the relevant findings for Germany. Various authors have argued that the punitive turn that was described for the USA and its population has in the meantime also affected Germany, including its citizens (cf. e.g. Sack 2010). However, the empirical basis for this argument is rather shaky […]. I will instead focus here on nationwide representative surveys of the general (West-) German population.
