  • Are citizens' evaluations of the Union affected by the national and local levels with which the Union shares a multi-level system of government? This chapter investigates that possibility by focussing on the close relationship between legitimacy and trust. Analysing longitudinal Eurobarometer data for the period 2008–2019 when the Union was in financial crisis or emerging from it, the chapter finds that the Union was not caught up in a general loss of trust across all levels of government. Rather, 'trust is level-specific'. Trust in national governments was the most volatile and trust in subnational governments the most resistant, with the European Union somewhere in between. In times of crisis, citizens are well able to distinguish between the policy responsibilities of different government levels. It would also seem that trust can be regained. (xsd:string)
