  • Do campaigns promote issue voting? Previous research suggests that campaigns may raise the relevance of issues in various ways. Specifically, issue ownership theory holds that parties should emphasize valence issues during the campaign to prime those considerations among voters that are favorable to them. While position issues are generally considered to be less suitable as an object of priming due to the higher cognitive burden they demand from voters, this type of issue may also gain weight when voters learn or become more certain about the position of the parties over the course of the campaign. Related to this some disagreement arises around the question whether retrospective or rather prospective considerations guide voters when casting their vote. The paper tests these propositions using data from three rolling cross-section surveys that were conducted during the German Federal elections of 2005, 2009 and 2013. The results show that in the 2013 campaign valence issues such as the parties’ issue-handling competence became increasingly influential during the campaign and that there is no such increase in the weight of position issues. The other two campaigns, however, rather stimulated voting based on candidate evaluations than on issues. The paper concludes that the susceptibility of voters to such campaign effects may introduce considerable volatility in the electoral process. (xsd:string)
