Following the second-order election paradigm, citizens are supposed to behave differently—in other words: to apply different decision-making criteria—depending on the perceived saliency of an election. Using unique panel data covering the 2009 European election, some regional elections, and the 2009 Bundestag election in Germany, this chapter elaborates whether citizens indeed behave differently on these political levels, both in regard to individual turnout as well as party choice. Levelspecific explanations, as tested here, can point out some differences between regional, national, and European elections. Nevertheless, considering the vast gaps in turnout and party performance, this study encourages doubts regarding the universal validity and, especially, the degree of second-order electoral behavior because the citizens do not change their decision-making criteria as drastically as the paradigm suggests.
