  • The notion that voters are not all alike, but rather apply different decision-making strategies when choosing among parties has become common sense in electoral science. Individuals differ as to the timing of their voting decision and as to the weight they ascribe to various decision criteria. Some voters, e.g., might be policy-driven, others may but put a special emphasis on candidates, and still others may simply vote habitually. Although voter heterogeneity is now widely acknowledged, its sources and dynamics are still largely unknown: Do decision-making criteria change intra-personally over the course of an electoral campaign? Why do some voters decide late in the campaign? Existing literature, mostly focusing on cross-sectional data, implicitly assumes intra-personal homogeneity and disregards the dynamics of the timing of decision making. While a comprehensive theoretical framework is missing, voter heterogeneity generally is related to attitudinal and cognitive involvement, and the strength and consistency of political attitudes. Using data from a seven-wave online campaign panel, we address the timing of the decision and short-term alterations of the individual vote calculus as well as possible associations between these two forms of individual heterogeneity. The paper will add to the understanding of both the sources of heterogeneity and its dynamics over time, aiming at improving models of voting behavior beyond the ritual statement that voters are not all alike.
