Comparable effective levels of ULK1 and MTORC1 is consistent with the observation that ULK1, through phosphorylation of RPTOR, is able to relieve inhibition of autophagy by MTORC1, which seems unlikely if the entire pool of MTORC1 in a cell is available to interact with ULK1.
