  • The partial position paper on the topic of "Housing and settlement development" is related to the parallel position papers of the working team of the ARL state working group NRW. Its task is to contribute to the presentation of future prospects for rural areas in North Rhine-Westphalia, to discuss problems and to make recommendations for stimulating and implementing measures. The demographic development in North Rhine-Westphalia is characterised by strong re-regional differences between growth and shrinkage. The quantitative and qualitative changes caused by population and household development have different regional effects on future housing needs and demands. The finite nature of land resources makes it necessary to focus more on internal development. As a result of a critical analysis of the challenges, the future prospects of rural areas as residential and settlement areas in NRW are based on five main themes. They relate to expanded and modified offers of small housing units for different demand groups, the strengthening of holistic and strategic planning approaches in rural municipalities, active land resource management in municipal and regional housing and settlement development, the use of municipal control instruments and regional and inter-municipal cooperation. The above-mentioned topics are presented and explained in five core-requirements. Recommendations on the respective fields of action round off the treatise. (xsd:string)
