  • The Spanish government's 'Ley Organica de Universidades' (which entailed a controversial reorganisation of Higher Education in Spain) provoked widespread protest towards the end of 2001. The reaction in Galicia was especially notable for the number of people involved, & the degree & intensity of their protests. In this essay I examine the key factors behind the strong reaction in Galicia, using three classic theories in the study of the collective action: mobilization of resources, political opportunity & frame analysis.
