  • To increase the share of women in leading positions at universities is one goal of Austrian higher education policy. This goal is formulated by the Universities Act 2002, which aims to achieve equal representation of women and men in all spheres and at all hierarchical levels and also formulates guidelines for appointment procedures which have to be implemented in the university’s statute. These guidelines should foster transparency and equality in appointment procedures. This paper discusses the implementation of these guidelines for appointment procedures at university level. The analysis illustrates the broad scope for action of universities within the given legal framework and shows how universities use this scope to address specific targets and foci. Furthermore it becomes evident that a – in most cases unintended – gender bias may occur in all stages of an appointment procedure and how specific regulations may address that problem.
