  • On November 10, shared the results of the 5th edition of the Latin American Index of Budget Transparency (ILTP). By 2009, the study included the participation of 12 countries in the region. In Mexico, the general perception about the level of budget transparency and citizen participation continues to deteriorate, with 48 points, Colombia went from 38 points in 2007 to 46 points in 2009, an improvement that does not correspond to the multiple corruption scandals, this improvement responds to technical reasons but not the reality, as this article attempts to clarify.
