  • "Enhancing policy coherence for development, recognized as a goal by the German Government, means that other policies must share responsibility with development policy for achieving such overriding development objectives as reducing poverty and securing our common future and, to this end, become more coherent. This study, which is based on a more comprehensive report commissioned by the German Ministry for Economic Cooperation and Development, considers the justification for, the recognition and scope of and the limits to the goal of enhancing policy coherence for development and then, against the background of international experience, explains that, if this goal is to be achieved, complex 'coherence management' will be needed.
