  • This paper examines the administrative dimension of digital health policy in Germany, focusing on the transformation of the Gematik and the capacity-building initiatives within the Ministry of Health. It highlights the shift from a public governance model to digital era governance and discusses the challenges of both vertical and horizontal integration. The study underscores the political nature of administrative reforms by distinguishing between various governance models and between governance as a structure and governance as a process.
