  • The chapter discusses Roma slum settlements in Bulgaria. Similar settlements with some contextual specifics can be encountered in many ex-socialist countries from Central and Eastern Europe. The Roma are the largest ethnic minority in the European Union. The term “Roma” incorporates many quite different groups including, in the case of Bulgaria, persons who identify as Bulgarians or Turks. Many Roma settlements in Bulgaria display living conditions comparable to slums found in much less affluent parts of the world. Various patterns of housing and educational segregation, poor access to basic services, or access only to substandard services have created a situation of enduring vulnerability. Resilient dwellers of Roma settlements in cooperation with other agents have created many alternatives to compensate for the absence or inadequate functioning of key institutions. We discuss some cases of such innovations to illustrate the resourcefulness of the urban margins in working around destitution and risks. In the concluding section, we discuss also the possible responses to climate change and environmental hazards. The hard-gained experience of Roma communities in surviving adverse conditions could provide useful lessons in fighting future crises, including those caused by climate change. This knowledge, however, was gained at a very high human cost. (xsd:string)
