?:abstract
  • Over the last three decades, the nonprofit sector in Central and Eastern Europe (CEE) has witnessed profound growth and has undergone a remarkable development. This chapter provides a brief historical overview of this dynamic region, focusing on the process of EU accession and the establishment of legal frameworks for nonprofits after the regime changes of 1989/90. It also presents an outline of the status quo of the nonprofit sector in CEE, analyzing its composition, economic relevance, funding structure and institutional environments. In spite of the heterogeneity of the region, we can observe some patterns shared across countries, in particular with respect to their institutional environments. These are often dominated by foreign donor institutions, the EU and national governments. We find that the way these institutions influence the nonprofit sector varies strongly depending on whether a country is an EU member state or not. At the same time, the institutional environments are changing at fast pace, with recent years seeing the withdrawal of international donors, increasingly hostile public discourses and authoritarian tendencies in some countries. In spite of such challenges, our review suggests that nonprofit organizations have become and will likely remain important promoters of social services, advocacy, culture and civic participation in the region.
