  • "The purpose of this paper is mundane. The intention of the European Science Foundation's Beliefs in Government project was to examine 'changing mass attitudes towards government in Western Europe in the post-war period'. The brief for my own contribution, Part 1: Political Involvement, of the first volume of the final 4-volume report, was to provide a descriptive overview of political participation across Western Europe since 1945, drawing exclusively on secondary data. The most recent materials available by the end of the project were for the very early 1990's. This paper adheres to the same brief, and examines the trends over the succeeding decade. It will be succinct, if only because I have eschewed the temptation to repeat myself. Its essence is the data, not the argumentation."
