When talking about the impact of the weather on electoral behavior and turnout in particular, conventional wisdom, media, and politicians in Germany offer contradictory explanations for low turnout, depending on the actual weather conditions on Election Day. One explanation relates good and sunny weather to lower turnout rates due to higher opportunity costs for the voters – some voters seem preferring to enjoy the sunny weather for leisure activities instead of going to the polls. Another argument states that bad weather, rain, snow or cold temperatures, cause lower turnout rates, because some voters do not want to leave their house and get wet or cold on their way to the ballot box. This paper will for the first time analyze systematically the impact of weather conditions on individual-level turnout in German elections. I argue that weather effects on individual turnout should be dependent on certain attitudes a person holds or supports. The paper will hence provide important insight in the effect of context conditions and their interaction with political attitudes and predispositions (like the perceived duty to vote, party identification, and political efficacy) on turnout behavior. The results show, with a few exceptions, very limited direct effects of weather conditions on individual turnout. However, selected groups of the electorate, especially those who lack interest in politics or who do not support the perceived duty to vote, are very likely to be influenced by weather conditions on Election Day and will not cast a vote if there is inclement weather or much warmer temperatures than normally.
