  • The analysis aims to examine to what extent the methods of measuring a statistical indicator (incidence of disability) make possible comparisons that can be used for shaping social policy and practice at national or regional level. Findings indicate significant differences between the results of various studies. This can be explained by objective reasons, mainly demographics, but—especially—by subjective reasons related to the definition and measurement features. The main findings indicate a need to rethink the whole process of measuring and predicting a major increase in resources necessary for care in the medium term. (xsd:string)
