  • "This paper reevaluates the effects of high school vocational education on students' odds of being unemployed and their occupational attainments in the transition from school to work. The questions posed are whether vocational secundary education actually benefits its clientele or wether it is simply the crude mechanism of social exclusion that some claim it to be? and how does the role of vocational education might vary across three countries: Israel, Italy and Germany. We find: first, vocational education in all three countries enhance the odds of obtaining employment as a skilled rather than unskilled worker. Second, in all three countries vocational education attenuates the risk of non-employment. Third, by diverting students away from the maturity diplomas, and presumably, from higher education, vocational education reduces their chances of attaining employment in high prestige occupations. We conclude that despite the vast differences between the three educational systems, they seem to exhibit similar patterns although the patterns are most pronounced in Germany."
