Voting Advice Applications have experienced a rising demand in the recent years, because they are an efficient and reliable way of gathering information prior to elections. Empirical studies show that there are measurable effects on electoral behavior. This paper examines a related – however not yet systematically addressed – effect of these tools: the impact on the political knowledge of the users. Because of the tool’s format that confront the users with a large number of issues that do not belong to the individual issue public of a citizen and a comparison with the parties’ positions on these issues it is assumed that using such tools lead to a learning effect about party positions. Whether there is such an effect on the knowledge will be exemplified for the German VAA, the Wahl-O-Mat, on the basis of an online survey for the 2009 Federal Election which is representative for the German online community. In a first step the paper will explain and empirically assess to which extend the online population is able to judge the party positions on relevant issues correctly and to which extend they are misinformed. In a second step bi- and a multivariate analyses with a complex statistical path model for categorical data will reveal whether the usage of the Wahl-O-Mat, controlled along relevant third variables, enhance the political knowledge about party positions. The results show that the knowledge about party positions is very heterogeneous and the amount of misinformation is high. The usage of the Wahl-O-Mat has a positive effect on the political knowledge, indicating that the electoral effects (for example a positive influence on the voting intention) can be made plausible by the change in the information level of the users, treating political knowledge as a precondition for such electoral effects.
