"Flows of labor migration have changed dramatically the social composition and the ethnic fabric of many western societies. Consequently, foreigners are often viewed by citizens as a potential source of competition over resources and are likely to become a target for hostility, prejudice, and discrimination. Thus, the presence of foreigners raises questions and debates regarding the social, political, and economic rights that non-citizens deserve in the host country. In the present paper we compare public views regarding equality of rights foreigners deserve in Germany and Israel. Using data from two national representative samples (ALLBUS in Germany-1996- and Attitude Towards Minorities Survey in Israel-1999) the analysis focuses on public attitudes towards social, political, and economic rights. The determinants of attitudes towards rights of foreigners included in the analysis are: socio-economic and demographic characteristics of respondents, political orientation, perception of labor market competition, inter-group contacts as well as indicators of social distance. The descriptive data reveal that anti-migrant sentiments and the denial of rights are more prevalent in Israel than in Germany on all indicators. Further multivariate analysis (Structural Equation Models with Multiple Groups) suggests that some of the differences within and between the countries can be explained in light of differences in perception of socio-economic competition, inter-group contact, and social distance, as well as by the institutional setting in the two countries. The findings are discussed within a comparative perspective and in light of sociological theories of ethnic discrimination."
