The experience of the past three decades in cross-national research shows that it is difficult to compare modern and developing countries, and that one needs to take political systems into account when comparing countries with similar levels of modernity. Two surveys, the Eurobarometers and the ISSP, are described as good surveys for cross-national comparison.
