  • This chapter presents an overview of the Turkish housing system in the last two decades, focussing on the institutional context of housing development, supply of housing, and demand-side trends. The period in question has witnessed significant changes in the institutional context of housing development. The control of urban planning over the property markets has been weakened by direct and indirect government interventions. The control over land and housing markets in the country has been highly centralized. The state has become a direct actor in housing production and supported the construction activity of the private sector as well. The result is a considerable amount of housing output in the form of blocks of flats. Moreover, there is an apparent trend towards building larger homes contrary to the trends in declining average household sizes and the increasing number of one- and two-person households. Although owner-occupation has been achieved by almost all segments of society at the same rates, wealth effects are basically secured for the highest income households through increased multiple ownership and rental property income. This contributes further to the inequalities already existing in society. Affordability, on the other hand, remains a significant housing challenge. (xsd:string)
