  • "This chapter seeks to map and analyse continuities and change of relevant structural attributes of the German party system at all the three level conventionally emphasised in the literature: (1) party in public office, (2) party as a organisation and (3) party in the electorate, following the triad famously suggested by Key (1964).These continuities and changes will be analysed in relation to their implications for governing and public policy-making and against the backdrop of changes in the organisational environment within which the Federal Republic´s poltical parties operate. These changes are due to a number of factors, amongst them (1) longer-term socio-economic and technological change affecting the citizens' party identification, the role of parties as intermediaries between civil society and state civil society and state and the organisation of parties (in Germany as in other advanced industrial societies) and (2) Germany's unification in 1990."
