  • "Labour force is becoming increasingly competed for („War for Talents“). Thus, personnel recruitment and retention are becoming more and more challenging for the Bundeswehr (Bw). Experts and employers see changing values and individualisation as key drivers of change in the work environment. In addition, values are particularly relevant for the Bundeswehr. Consequently, a comprehensive understanding of the development (trends) and possible perspectives (scenarios) of value orientations in the german population and the Bundeswehr itself is necessary. Therefore, this paper examines currently visible trends regarding the development of general, job-related and security policy orientations and attitudes. Empirically, it can be seen that general values in the German society as a whole as well as among younger people are becoming more differentiated and in some cases are very differently pronounced in different social groups (materialistic/traditional vs. post-materialistic/(post)modern values as well as mixed forms). Self-determination, freedom and sustainability are currently (ongoing) important aspects for young people. Work-related values are also becoming more diverse (existential security vs. self-fulfilment): in addition to extrinsic motives (security, income, etc.), intrinsic motives (meaningfulness, participation, recognition, etc.) are becoming increasingly relevant, especially for young people. For years, the population has had a stable positive opinion of the armed forces (attitude, relevance, trust, recognition), but there is also a problematic discrepancy between personal opinion and the perceived climate of opinion in society as a whole. The armed forces are still not seen as an attractive employer by a considerable part of society, especially by younger people. The many resons for this are addressed in the article. Based on the analysis of the described trends and influencing factors, possible long-term developments are roughly outlined in the form of four different plausible futures. The trend analysis, the addressed problems as well as the scenarios are intended to stimulate the reader to think about and discuss future-relevant questions and possible consequences for the Bundeswehr as an employer in the future."
