Congruence between the ideological position of the median citizen and his or her government is a widely examined measure of substantive representation and even democratic quality. A substantial dispute exists in the literature as to whether elections under majoritarian or proportional parliamentary electoral systems are more generally successful at inducing such congruence and under what conditions. Theory predicts distinct processes of inducing congruence under the two systems and points to likely strengths and weaknesses of each. The empirical analyses have observed average levels of congruence using various methods and in various time frames. But they have not attempted to describe or explain when congruence succeeds and when it fails—and why. This paper deconstructs the role of elections in congruence into three stages between the election and government formation--voter choices, vote-seat conversion by the election rules, and formation of parliamentary governments--and describes congruence failures as they cumulate across the stages. It then tests hypotheses about the role of party systems and electoral systems in the stages of congruence failure and elucidates the causal mechanisms. Comparing data from the latest released CSES studies and the Comparative Manifesto Group postings also reveals similarities and differences in what is revealed by each approach to analysis.
