This paper proposes using behavioral measures of party membership in survey-based studies of party membership in order to minimize cross-survey and cross-country differences in question wording and in cultural understandings of the meaning of party membership. We argue that such measures produce more consistent and meaningful results when working with surveys that employ different question wording. We demonstrate this by comparing membership figures from several cross-national surveys (European Social Survey, International Social Survey Program, World Values Survey), and by comparing the cross-survey consistency and explanatory power of multivariate models of party membership which employ different membership definitions. Our models with a behavioral membership criteria yield rather different results than those looking at self-described membership alone, and they call into question other arguments about the impact of institutional factors (including public funding for parties) on parties’ incentives to organize their grassroots supporters.
