  • National elections usually enjoy a higher turnout rate than local elections. However empirical analyses have shown significant variance in this phenomenon. This paper studies the conditions which are likely to create variance in turnout to local and national level political institutions. We claim that when voters' social group enjoys solidarity with the median voter on an electoral level which can increase their expected public goods then they will turnout on that level whether national or local. This can yield the unlikely situation of an increased likelihood of a local turnout higher than national turnout. We develop a typology for the influences of median voter solidarity with social groups on their members' electoral turnout on various electoral levels. We then illustrate the applicability of these electoral behavior types using ballot-box data from the Israeli case. (xsd:string)
