  • Coalition governments in which two or more parties take ministerial offices and coordinate their foreign policymaking are more the norm than the exception in German political life. Compared to single-party governments, foreign policymaking becomes more complicated in coalition governments in which consensus has to be reached among all coalition parties who may hold divergent or even conflicting interests. This article explores the impact of coalition politics on German foreign policymaking by looking at coalition composition and foreign policy preferences of German coalition governments. It argues that a stable party structure and harmonious inter-party relations within the ruling coalition are essential for effective and efficient foreign policymaking. Otherwise, it may jeopardize coordination among parties, leading to policy gridlock and prioritization of individual partisan preferences over coalition agreements. (xsd:string)
