  • "The aim of this paper is to compare the social characteristics and political views of voters and middle level elites of the German party Bündnis 90 / Die GRÜNEN (translated as Alliance 90 / The Greens). Within the normative concept of grassroots democracy a maximum degree of similarity of social characteristics (social representation) and political views (policy representation) between voters and office holders, both inside the party and parliaments at various levels, is regarded as a value in itself as well as being condusive to the responsiveness of the political elite. Contrary to these norms in their results, hypotheses deriving from empirical-analytical research on political parties like the "law of increasing disproportion" and the "law of curvilinear disparity" presume a distribution of social characteristics and political views between voters and office holders that is differing rather than homogeneous. To test these conflicting norms and hypotheses empirically I conducted a survey at the federal party conference of Alliance 90 / The Greens in May 2002 to collect data of the middle level party elites (BDK-Survey). Voter data is provided by several opinion polls, especially by the German Politbarometer 2001. Both for the social characteristics and the political issue-positions, the results support the empirical-analytical hypotheses of social structural disproportion and attitudinal difference rather than the grassroots democratic norm of descriptive representation between party representatives and voters."
