  • "Most knowledge about political attitudes and behaviour is gained through interviews that are based on random samples. One of the biggest problems of this kind of survey is unit-nonresponse, because it can result in bias. Bias is problematic for at least two reasons: First, because it renders inferences invalid, and second, because - given the importance of polls to policy makers - it can lead to unfounded political decisions. Therefore there are two reasons, why analyzing non-respondents is a relevant research topic: one methodological and one political.[...] Our question of interest is: Who are the non-respondents in the German General Social Survey? Do they differ systematically from respondents? Interviewer contact-protocols show that the main cause of nonresponse is the active refusal of potential subjects to participate in the survey: Over 85 percent of all non-respondents explicitly stated that they did not wish to participate, while non-contacts represented only about 5 percent of all non-respondents. So it seems that nonresponse, in the main, is brought about by an explicit decision not to participate. The main question is what, from a political science point of view, are the relevant variables by which 'refusals' can be distinguished from 'cooperatives'?"
