  • Major consequences of the financial and Eurozone crisis since 2008 were increasing unemployment rates in Southern Europe and declining the ones in Eastern Europe. Three different explanations for this divergence have been proposed: the deficient arehitecture of the Eurozone and its related austerity policies, demand-led growth models in Southern Europe, and labour market rigidities. Given the limitations of these proposals in explaining the divergent unemployment rates in Southern and Eastern Europe, this paper argues that the lack of inclusive institutions (in particular education) in the context of a changing European-wide division of labour is crucial for understanding the higher levels of labour market Segmentation in Southern Europe. While higher qualifications, weaker unions and lower wages facilitated the evolution of a dependent industrial growth model characterised by lower levels of labour market Segmentation in Eastern Europe, the combination of lower qualifications, stronger unions and higher wages in addition to the lack of inclusive institutions stabilized the strong Segmentation of Mediterranean labour markets in the context of service centred growth models.
