  • The focus of this chapter is on how findings from ILSAs reach into national contexts and establish the public presence which enables them to intervene effectively in policy and practice as they are designed to do. In particular it examines how testing organizations and the media manage public and policy discourse on assessment results. It takes the example of the assessment of adult skills by the OECD which has already gone through several iterations and is currently embodied in the PIAAC.
