  • There is a large and growing literature on welfare state attitudes, most of which is built on random-sample population surveys with standardised items. This paper criticises the existing survey instruments, especially those that are used within the International Social Survey Programme, with new focus group data from Germany. The paper demonstrates: (1) These instruments underestimate the inconsistency, uncertainty, ambivalence and non-attitudes towards the various welfare state activities that common people have; (2) the meaning of these items to respondents seems to vary to such an extent that inference based on such invalid measures is questionable and (3) several seminal, often-quoted studies of welfare states attitudes come to difficult conclusions that need to be re-assessed given our findings. The paper concludes by suggesting some ideas for improving instruments in random-sample population surveys. (xsd:string)
