The term “second-order election” is most prominently associated with European Parliament (EP) elections. In a nutshell, it describes EP elections as not only (being perceived as) less important than national elections but also as primarily determined by national and not European factors. As an empirical case, we chose Länder (state) elections in Germany in comparison to the first-order federal election. We have developed a framework to compare party choice in the 2013 federal election as well as in thirteen Länder elections between March 2011 and September 2014 on the micro level. Using comparable data collected on Länder elections provided by the GLES Online Trackings and the GLES pre-election cross-section, we compare vote functions to identify potential differences regarding determinants of vote intention between the two electoral contexts. In a second step, we present an approach to explore the extent of endogeneity of determinants located on the Länder level. We argue that such an analysis is necessary as second-orderedness cannot just be the result of variation in vote functions, but may also stem from the impact of the first-order context on Länder vote functions and the resulting party choice.
