Despite the fact that the body of studies concerning aggregate determinants of voter turnout has grown over the last years, research concerning the interplay between economic performance and turnout is based mainly on international comparative studies. Thus, differences between citizens living in economically differing regions within one country are not considered, even though these differences could result in varying turnout rates subnationally. Moreover, it appears that the relation between economic performance and turnout becomes even more complicated when different levels of aggregation are taken into account. Accordingly, several questions arise: Are these different turnout rates the result of regionally varying numbers of citizens suffering from bad economic conditions? Or, as regional sociotropic and communotropic theories of economic voting suggest, does the regional economic context—and a recognition of certain economic circumstances in their surrounding environment—affect people’s intention to vote beyond their individually experienced consequences of bad economic performance? Tackling these questions empirically requires multilevel analysis, since neither studies of aggregate factors (e.g., economic performance) nor studies of individual traits alone can clarify the relevance of economic factors to individual turnout on the subnational level, how they shape the regional environment of individuals, and how they interact with individual characteristics. By applying a multilevel design to the German case, this study aims to close the research gap concerning the interplay of the economic context and individual factors on the decision of whether to cast a vote. We perform our analysis by using German districts (Kreise) as an exemplary case and we employ data from the German Longitudinal Election Study (GLES).
