  • This contribution introduces the concept of Adult Learning Systems (ALS), provides a brief overview of some of the most salient patterns of participation for countries that participated in the OECD Programme for the International Assessment of Adult Competencies (PIAAC), discusses coordination problems associated with ALS, and summarizes some institutional features that promote participation in adult learning. Comparative data made available by the OECD PIAAC study is used to capture some of the more complex nuances emerging out of ALS in different countries, but in a comparative manner. Adult Learning Systems (ALS) are defined as the mass of organized learning opportunities available to adults along with their underlying structures and stakeholders that shape their organization and governance. Like other social phenomena, adult learning is subject to a variety of coordination problems that require effective governance, but this is not to be taken for granted since ALS are not necessarily seen as “systems” per se in many countries. This is primarily because they are deeply embedded in society and linked to a diverse range of stakeholders and types of opportunities. They lie at the intersection of a variety of other systems including a nation’s education and training system, labor market system, and other welfare state and social policy measures. (xsd:string)
