This paper explores the impact of political trust and efficacy on citizens’ opposition to government anti-terrorism police powers in Australia and five other nations with different levels of overall trust and confidence in government. Survey data is used to examine patterns of opposition to unlimited detention, random stop-and-searches, and telephone wiretap surveillance. While individual level trust in government represents a powerful constraint on citizens’ perceptions in nations with low levels of trust, such as Russia and Taiwan, it plays almost no role in high trust nations such as Australia. At the same time, many citizens in nations with relatively high levels of trust, including Australians, nonetheless lack confidence in the ability of government successfully to implement and use its anti-terror powers to stymie future attacks, given unconvincing track records in dealing with security threats. These citizens seem more concerned with the potential for governmental inefficiency than governmental abuse when considering anti-terror authority. Overall, these differential patterns point to a reciprocal linkage between citizens’ political trust and efficacy, and governmental policy – serving to remind us that the War on Terror’s expansion of police powers confronts citizenry in different nations who hold distinctive attitudes about the desirability of vesting greater discretionary power in government.
