This report presents the preliminary findings of the 1985 ISSP. In regard to civil liberties, majorities in all six countries support basic rights, but national differences exist for support of extremes of dissent and expression. In regard to the welfare state, all industrial nations have adopted this philosophy. The United States has been most reluctant in adopting the welfare state philosophy. In regard to the role of government in the lives of children, results show substantial similarity in opinion across all six countries.
