  • This article offers a comparative analysis of the situation surrounding early childhood care with regard both to the indicators determined by the European Union for children under 3 and those between 3 and the age of compulsory school attendance, and to the spending allocated to childcare services. It shows how the considerable disparities between countries have widened since the setting of the Barcelona Targets in 2002. This overview allows for an assessment of progress so far and how far there is left to go for some countries in order to reach the targets set for 2030 by the new recommendation on types of childcare.
