  • It begins with the framework needed to understand and interpret the skill levels of the three scales of analysis used, as well as the proportion of people from each country participating at each level. The second chapter analyses the type of distribution in national populations, as well as the distribution of literacy skills within different subgroups defined according to specific criteria (age, sex, etc.). The third chapter looks at the relationship between a range of applications of literacy skills - in the workplace and in the community - and skill levels.
