  • Grand coalitions are widely regarded as undesirable in Germany and so is the grand coalition resulting from the 2005 federal election. Political scientists often suspect the end of parliamentary politics when the government rests on such a comfortable majority as grand coalitions do. Moreover, it is expected that grand coalitions minimize differences between the two major German parties and hence make them less attractive for voters, thereby adding instability to the party system. Still, most of these claims are speculative because they first rely on only one example, the grand coalition from 1966 to 1969, which actually neither initiated the end of parliamentary democracy in Germany nor led to vote losses of the two major parties in the national election of 1969. Second, although the perceived negative effects of grand coalitions finally are subject to the reaction of voters, voters’ expectations and evaluations of a grand coalition are not taken into account. If voters perceive grand coalitions as a means to overcome deadlocks caused by the political system and hence evaluate them positively, presumably none of the negative effects will be realized. Moreover, the evaluations and expectations might differ between groups of voters with different characteristics regarding their voting behaviour, i.e. volatility and abstention. Hence, if we know which voters hold positive or negative evaluations and expectations with regard to Merkel’s grand coalition we might be able to assess which consequences arise from the grand coalition and what to expect from the next federal election in 2009. Therefore the proposed paper will examine voters’ expectations and evaluations to Merkel’s grand coalition by making use of 2005, 2006 and 2007 Politbarometer data and 2009 survey data collected by the German Longitudinal Election Study project.
