This article discusses interest, opportunities and preconditions for citizen participation in virtual discussions on political issues. It may be noticed that citizen participation in public discussions on political issues is not high, especially in Central and Eastern Europe. Thus, the analysis of opportunities and preconditions for political virtual discussions in Lithuania is relevant in this context. Many academic discussions argue that citizen participation in virtual processes depends on both political will and possibilities to access the internet. Therefore, the article focuses on the following dimensions: (1) the preconditions for citizens to participate in virtual discussions and their interest in political issues; and (2)
government interest to create opportunities for public virtual discussions related to politics. The article draws on empirical study that is based on two-fold methodology: qualitative, revealing the results of indepth interviews with representatives of Public Service, conducted in 2008 and 2010 and quantitative, discussing the results of representative public opinion survey, conducted in the period of December 2010 – January 20111. The results of empirical study indicate that despite the understanding of importance of citizen e-participation the reality in fact reveals poor interest
and low opportunities for high level virtual discussions on political issues. Political discussions are not popular among social networkers. Even people highly involved in social networking poorly participate in discussions about politics. Representatives of the government are rather positive towards citizen virtual participation; however, just a few cases could be distinguished as examples of good practice
