  • The paper serves three objectivs. One is to provide a simple, yet intuitive explanation for the failure of the pure life cycle hypothesis. The second objective is to collect additional evidence on this phenomenon from West Germany. Finally, they discuss the fiscal implications that emerge if the elderly´s behavior is governed by modified rather than by the pure life cycle hypothesis. The study employs cross-sectional data from the 1983 West German Income and Expenditure Survey ("Einkommens- und Verbrauchsstichprobe 1983"). The authors observe a decline in wealth among the younger old and the increase of the saving rate and consequently, assets are accumulated rather than depleted among the older old. In fact, households with heads aged 80 and above have the largest wealth among all age groups. While the pure life cycle hypothesis predicts on average a more or less flat consumption profile, elderly may find themselves unable to consume as much as younger people. It is well known that elderly have lower food consumption and mobility is impeded by deteriorating health.
