"Why is income a good predictor of attitudes toward redistribution in some countries but not in others? In this paper we argue that the tax-benefit structure of countries plays a role in shaping social policy attitudes, an aspect largely overlooked by the literature so far. Attitudes are proportional to expected net benefits, which is determined by whatindividuals receive (probability of receiving a transfer; a transfer's structure) and what individuals contribute (taxes) to the system. The level of concentration (progressivity)determines the distribution of both, thereby accounting for cross-national variations in the distribution of preferences about the welfare state. The paper develops an argument on the mechanisms driving the relationship between progressivity and preferences. We then evaluate the argument on the basis of a cross-national design. Our findings indicate, quite robustly, that the progressivity of the tax-benefit system is a major determinant of the predictive power of income on preferences for redistribution."
