  • Although some studies suggest that a well-designed unemployment benefits scheme motivates the unemployed to look for a job that maximises their productivity, the bottom-line result that emerges from the empirical literature is that unemployment benefits are an institution that has a negative effect on labour utilisation. Therefore, the chapter identifies the main changes in the unemployment benefits schemes, introduced during the last three decades in Central and Eastern European (CEE) countries and compares these schemes with their counterparts in EU-15 states. Additionally, the chapter analyses the differences in the societal preferences between these two groups of countries concerning the governments’ responsibility to provide a decent standard of living for the unemployed and identifies the main factors that determine these differences. The obtained results indicate that CEE and EU-15 countries differ significantly not only as far as the unemployment benefits system generosity is concerned but also in terms of the set of individuals’ characteristics that have an impact on societal preferences concerning the unemployment benefits scheme. We conclude that these differences arise from the lower level of accumulated wealth and less mature political systems in CEE than in EU-15. (xsd:string)
