For over 50 years, the CDU and SPD have alternated in clearly defined roles as the lead party in power or opposition in Germany‘s multiparty system. Historically these parties have stood apart as central rivals during electoral competition and in their roles as parties in power or opposition in government. As is the case in many parliamentary democracies, these large parties, when trying to assure the parliamentary majority needed to form government, generally seek junior coalition partners that are ideologically similar and allow for the formation of a minimum winning coalition with more restrictive power sharing. By and large this has been the norm in the German context with the SPD and CDU as chief rivals in the center and smaller parties such as the FDP and, more recently, the Greens serving as junior partners. These parliamentary majorities in turn have helped to clarify and solidify each party‘s issue positions and ideological profile vis-à-vis the other and consequently made the job of voters looking to match a party with their issue positions and ideological profile relatively easy. The exceptions to this trend in the postwar era have been the formation of two grand coalitions between the SPD and CDU, once from 1966-99 and again from 2005-2009. This paper analyses how the changes in party space and opposition that occurred through the power-sharing between CDU and SPD in the two grand coalitions affect voter behavior. In particular, we examine the effect of grand coalitions on the relationship between established cleavages, voter evaluations of the parties and voter choices (including the decision to vote).
