  • Finally, we examine the extent to which the job-finding chances of young unemployed decline due to the length of their unemployment episodes. The results show growing negative duration dependence of youth unemployment as the Great Recession progressed even after we controlled for the characteristics of unemployed and their unobserved heterogeneity. As the number of months after which the chance to find a job decreases differs from country to country, we suggest a country-specific adjustment to the idea of the "Youth Guarantee", which promotes uniformly that young people in the EU are offered a quality job offer, an apprenticeship or training within four months after graduation or job loss.
