The claim is misleading; the footage does not show Domagoso crying. He was in fact thanking Duterte for sending cash handouts to the capital to help during the pandemic. Isko Moreno is how Francisco Domagoso, the mayor of Manila and a former actor, is popularly known, while PDU30 refers to President Rodrigo Duterte. The video's thumbnail appears to show Domagoso crying, with a text overlay reading, I AM SORRY PRESIDENT and Isko Moreno got emotional? He wept like a scared chicken! A screenshot of the misleading YouTube video taken on August 12, 2021 The video circulated after Duterte said he had stripped Manila of the power to distribute cash aid during the pandemic because of the capital's supposed lack of organisation. However, the posts are misleading. A review of the video found that Domagoso did not cry during his address, which was originally broadcast live on Facebook on August 10. The video shows Domagoso thanking Duterte and government agencies for distributing cash aid to Manila. He did not apologise to the president, as the misleading posts claim. Thank you very much to Pres. Duterte, Domagoso said. The delivery of the cash aid to families in Manila will proceed as planned. The sound of a baby crying was inserted into the video shared in the misleading posts. Reverse image and keyword searches found that the photo of Domagoso crying in the video’s thumbnail was taken from an interview in 2019 where he became emotional after the passing of a close friend.
